INSULAR technologies is an open access, low cost, autonomous, decentralised, data and voice global radio network.

It is designed to promote and protect the communication between independent cultural, media and social initiatives, non-governmental organisations and individuals. These may be operating from remote areas and/or environments with limited connectivity.

INSULAR Technologies also functions as a back-up and emergency communication facility for existing digital/analogue networks and telecom infrastructure. INSULAR technologies is an initiative of the INSULAR TECHNOLOGIES CONSORTIUM, an international not for profit body.

The Consortium consists of the pool of users of the system and a group of designated institutions that are responsible for constructing, maintaining and operating the technology. The network will initially be set up as a high-frequency backbone of base units, en-route repeaters, mobile HF stations and Internet gateways. The open architecture and protocols of the base network will enable the users and operators, to construct wireless subnets around the base stations and Internet gateways, using a variety of additional technologies.

The INSULAR TECHNOLOGIES CONSORTIUM will represent and promote the network internationally, work within the ITU regulations and give technical and legal advice and assistance to local users.

The INSULAR TECHNOLOGIES CONSORTIUM will also co-ordinate and finance the establishment of the initial HF backbone. The INSULAR TECHNOLOGIES CONSORTIUM will be constituted in November 1999 in Helsinki, Finland.
